It is proposed that during 2010, Altogether Construction Personnel Ltd will transitionally develop a new community interest company (CIC), Altogether Construction Social Enterprise, a limited company designed specifically to continue effectively to operate for the benefit of the community and therefore not used solely for the personal gain of a particular person, or group of people. Legislation caps the level of dividends payable at 35% of profits and returns to individuals are capped at 4% above the bank base rate.

The Company is limited by shares, and is intended in 2011 to have achieved CIC status, with statutory "asset lock" to prevent the assets and profits being distributed, except as permitted by legislation. When achieved, this ensures that future assets and profits are retained within the CIC for community purposes, or transferred to another asset-locked organisation, such as a charity for homelessness.

Our aim is to accomplish targets that are social and environmental as well as economical, and as a social enterprise are distinctive because our social purpose remains central to the operation to generate profit to further our social goals. This is accomplished through profits reinvested to support our social aims of funding the programming of local labour regeneration, championing equality and inclusion policies, and delivering solutions which are employer led. Moreover, our business accomplishes its social aims through its operation by employing individuals who may suffer disabilities, health issues and homelessness.

The social enterprise has been conceived and will be operated by visionary entrepreneurs who recognize potential and who have successfully applied discipline, pragmatism, courage and creativity to:
• Identify realistic solutions to the specific labour needs of employers.
• Guide disadvantaged beneficiaries to develop individual confidence and pursue achievable labour solutions in spite of all obstacles, toward obtainable relevant construction training packages, competencies, qualifications, site accompaniments and employment.
• Achieve community stakeholders’ outcomes that are measurable, secure and inclusive for all.

As social entrepreneurs, we are individuals who are committed through personal expenditure and time to pursue opportunities to create pattern-breaking change in inequitable local labour systems through social enterprise, by which this organizational movement applies market-based strategies to achieve social change for sustainable communities. The underlying motivation is a growing awareness that long term unemployed residents are contrary to entering local construction work due to inadequate information advice and guidance about contractors’ needs, exasperating European labour movements, ineffective best value procurement and inefficient stakeholder methodologies. The scale of the problems we are facing today cannot be adequately solved by the traditional non-profit and philanthropic approach.
